RC Transfer Process in Telangana (2026 Guide)
To transfer a car's RC in Telangana, the seller files Form 29 within 14 days of the sale and the buyer files Form 30 within 30 days at the RTO where the car is registered, along with the original RC, valid insurance, PUC and ID proof. Expect roughly ₹500–₹1,500 in fees and 7–30 days.
What RC transfer actually means
The Registration Certificate (RC) is the legal record of who owns a vehicle. Until it is transferred into your name, the seller remains the registered owner — which means challans, accident liability and insurance claims still point at them, not you. Section 50 of the Motor Vehicles Act, 1988 makes reporting the transfer a legal obligation on both parties, not an optional formality.
Never take delivery of a used car on a signed Form 29/30 alone with a promise to file later. Get the filing acknowledgement. An untransferred RC is the single most common problem in private used-car sales.

Forms 29 and 30 are the core of every transfer. Form 28 only enters the picture for an inter-RTO or inter-state move, and Form 35 only if the RC still shows a hypothecation from a finance company.
Documents to carry

Step-by-step: transferring within Telangana

Clear the loan and get the hypothecation removed
If the RC shows a financier, get the bank's NOC and Form 35 first. The RTO will not process a transfer while a live hypothecation stands on the record. Allow one to two weeks for the bank to issue it.

Check for pending challans
Look up the registration number on the Telangana e-Challan portal and on Parivahan before money changes hands. Unpaid challans follow the vehicle and will block the transfer.

Sign Forms 29 and 30
The seller signs Form 29 in duplicate and both parties sign Form 30. Signatures must match the ones on the RC and ID proof — a mismatch is the most common cause of rejection at the counter.

Apply online on Vahan and book a slot
File the transfer application on the Parivahan Vahan portal, upload the documents, pay the fee online and book an appointment at the RTO where the vehicle is registered — for Warangal buyers, the Warangal RTO.

Submit at the RTO and get the acknowledgement
Carry the originals to the appointment. The RTO verifies documents, may inspect the chassis number, and issues an acknowledgement receipt. Keep it — it is your proof of transfer until the new RC arrives.

Transfer the insurance policy
Inform the insurer and get the policy endorsed into the buyer's name within 14 days of the sale. An untransferred policy means the insurer can decline the buyer's own-damage claim.

Collect the new RC
The updated smart-card RC is dispatched to the buyer's registered address, typically within 7 to 30 days. Verify the name, address and hypothecation status on it the day it arrives.
If the car comes from another state
A car registered outside Telangana — say an AP, KA or MH plate — needs a longer route. The seller applies for a Form 28 NOC at the original RTO, the buyer then re-registers the vehicle in Telangana, pays the applicable Telangana road tax (with a credit or refund claim on the tax already paid in the origin state), and receives a new TS registration number.
Budget six to eight weeks for the full inter-state process and factor the fresh road tax into your purchase price. For most Warangal buyers, a car already registered in Telangana is meaningfully cheaper to take ownership of than an equivalent out-of-state car.
